The Gwanda Municipality has been given the 21st of February as an ultimatum to install Priscilla Nkala as town Chamber Secretary by the ministry of Local Governance, Rural and Urban Development.
In a letter addressed to Gwanda acting mayor and dated February 6 2013, Minister Ignatius Chombo said he is deeply concerned by the municipality’s failure to comply with the ministry’s directive.
“You may recall that the Local Government Board in terms of Section 135 (1) as read with Section 123 (a) of the Urban Councils Act (Chapter 29:15), approved the appointment of Ms P Nkala to the position of Chamber Secretary in February 2011,” reads part of the letter.
“After signs of unwillingness to comply with its decision, the Board issued a directive on 05October 2012 for you to appoint Ms P Nkala, but to date you have been bickering on her appointment, Again, in a letter dated 01 November 2012, I reminded you to comply with the appointment.”
“May I once again remind you that I am deeply concerned and I expect Gwanda Municipality to comply with the Local Government Board decision by 21 February 2013.”
Chombo last year suspended Gwanda mayor Lionel de Necker for disregarding his November 2011 directive to appoint Priscilla Nkala to the post of Chamber Secretary.
De Necker, late last year filed an urgent High Court chamber application seeking to bar Local Government minister from conducting a disciplinary hearing against him.
